Running a customer data journey with people, not systems, making the decisions
Run a controlled England customer data journey with clear ownership, identity evidence, suppression, access, rollback and exit checks before release.
A customer data platform should not go live because an import completed or a dashboard populated. For an England buyer, release should depend on evidence one defined journey behaves correctly, including disputed and refused states.
This guide's planning case is a fictional membership organisation. An authorised account source enters a controlled environment, an identity rule decides whether records may join, corrections and marketing suppression survive processing; only an approved audience can be exported.
No supplier, edition, production dataset or destination has been supplied or tested, so the operating record stays on HOLD.
UK data protection and electronic communications rules apply across the UK, including England. Their application depends on the actual facts.
A named UK privacy and PECR lawyer, security reviewer, accessibility specialist, data governance lead and commercial reviewer must examine the configured journey before publication or activation.
What to take away
- Release a customer data platform only when one defined journey behaves correctly, including disputed and refused states.
- Assign each decision to a named person, because supplier features cannot transfer the buyer's decisions.
- Keep a stateful record of provenance, identity joins, corrections, objections, suppression and deletion for every source row.
- Test with fixtures covering awkward states such as similar identities, stale inferences and refused device tracking.
- Record each gate as PASS, FAIL or UNRESOLVED, and never let price or dates override failure.
Draw the journey before configuring it
The buyer should begin with a dated diagram, not a product label. Name the factual data owner, collection route, schema version, identifiers, destination and business decision. Record whether each field is observed, supplied by the person, derived by a rule or inferred by a model. An inference must not quietly replace a fact.
Draw the journey first
- Name factual data owner
- Record collection route
- Note schema version
- List identifiers
- State destination
- State business decision
Keep surrounding services separate. A CRM may hold relationship records; a warehouse or lake may store events; identity resolution may propose joins. A consent or preference service may record choices; a tag or similar technology may store or access information on a device.
Analytics describes activity, while activation sends an audience to another system; clean-room work and managed integration create different responsibilities again; buying one suite does not make those jobs equivalent.
The ICO's data protection by design and default guidance was updated 5 February 2026 after the Data (Use and Access) Act 2025. Organisations should integrate protection into processing from design through the lifecycle. That supports early gates but not this fictional journey.
If tags, pixels or device identifiers are involved, the ICO's final storage and access technologies guidance dated 29 April 2026 needs a separate purpose-by-purpose review.
Assign decisions to people, not systems
One person may perform several functions in a small organisation, but the authority attached to each function should be explicit.

The ICO explains that controller and processor status follows actual activities rather than a convenient label in its controllers and processors guidance. Confirm the facts with qualified counsel. A supplier's feature, badge or standard contract cannot transfer the buyer's decisions.
Build a stateful operating record
The controlled record needs more than an active or inactive flag. For each source row, preserve source authority, received time, schema version and the transformation applied. For a proposed identity join, keep the identifiers considered, rule or model version, confidence or ambiguity state, reviewer and decision. Do not merge uncertain identities merely to improve an audience count.
Stateful operating record
- Preserve source authority and received time
- Keep schema version and transformation
- Record identity join rule and confidence
- Separate correction, objection, suppression, deletion states
- Propagate suppression to every destination
- Block further use on correction exception
Corrections, objections, suppression and deletion need separate states. The ICO's accuracy guidance says the source and status of personal information should be clear, and accuracy challenges considered. The page is marked under review after the 2025 Act; recheck it on publication day.
The ICO states people have an absolute right to stop use of their data for direct marketing in its current right to object guidance. Whether a record falls within that rule is for the qualified reviewer.
A suppression event should reach every relevant destination without deleting evidence needed to avoid re-contact. A correction should update each permitted copy or create an exception that blocks further use.
Deletion requests require a factual map of copies, backups, processors and retention duties. The general ICO individual rights hub confirms that DUAA provisions affecting data protection and PECR are in force, but individual detailed pages may still carry review notices.
Use fixtures that include awkward states
Production activation stays off while the team uses fictional data or records authorised for the test. The fixture set should include two similar identities that must remain separate, an evidenced duplicate, a stale inferred field, a contested fact and a correction.
Also include an objection, a marketing suppression, a deletion instruction, refused device tracking and an access removal event. Add a destination that rejects a malformed export.
For every fixture, write the expected state before running it. Capture the input, query or rule version, observed output and reviewer. A passing result proves only that configuration under those conditions. It says nothing about another edition, later supplier release, production scale or legal suitability.
Security checks should cover human accounts, service identities and privileged access independently. The NCSC's guidance on using SaaS securely tells buyers to consider access control, service identities, audit information, incident response and recovery. It is general UK guidance, not assurance for a named CDP.
Export a controlled package, restore it in isolation and confirm that permissions and suppression states survive. A downloadable file alone is not recovery evidence.
Release through independent gates
Each gate records PASS, FAIL or UNRESOLVED. A low price, promised date or executive preference cannot compensate for failure elsewhere.
- The journey owner confirms scope, owner and intended decision.
- The data steward checks provenance, schema, identity ambiguity and correction paths.
- The privacy and PECR reviewer considers purpose, roles, transparency, device access, objections, suppression, retention, transfers and rights.
- The security owner tests least privilege, service identities, logs, incident routing and isolated recovery.
- The accessibility owner checks the configured administrative tasks, exported evidence and exception queue with an appropriate method.
- Procurement records the exact service, subprocessors, change rights, support, export, deletion and exit evidence.
- The destination owner proves receipt rules and refusal handling before any real audience moves.
For public-sector buyers, GOV.UK says outsourced websites and apps do not remove the body's accessibility responsibility and describes WCAG 2.2 AA testing and accessibility statements. Private-sector duties and reasonable adjustments need their own legal analysis. The practical control here is broader: a person who cannot operate an exception queue or review an export is excluded from an important administrative task.
Monitor exceptions rather than a polished total
Operations, watch states that harm a person or corrupt a decision: unmatched events, duplicate candidate identities, ambiguous joins, stale inferences. Watch failed corrections, unpropagated suppression, rejected exports and destination discrepancies.
Every measure needs a defined event, eligible population, numerator or unit, period and Europe/London timezone. Add exclusions, source query and owner; set the threshold only from buyer evidence, recording it in the service-standard file.
When a supplier changes an API, schema, subprocessor or retention control, the change owner identifies which evidence has expired. Freeze the affected route if the release basis no longer holds. Version the old and new configuration, repeat relevant fixtures and record the decision to restart. Silent acceptance of change is not an operational control.
Prepare correction, incident and withdrawal routes
A correction begins with an authenticated request or credible internal finding. The data steward identifies affected facts and inferences, blocks unsafe exports, traces copies and obtains the required decision. The destination owner confirms propagation. The journey reopens only when the evidence record is complete.
Security incidents take a different route. Updated on 20 August 2025, the ICO's personal data breach guide says organisations should keep records of personal data breaches and describes notification conditions and timing, so check it again before use.
The operations team should preserve facts, contain access, involve privacy and security owners, and avoid a generic checklist for reportability.
Rollback must specify who can stop export, revoke service credentials, restore the last accepted version and notify destinations. Restart requires evidence that the defect is contained, affected states are reconciled and every failed gate has been retested. If isolated restoration cannot reproduce identities, permissions and suppression correctly, continuity is unresolved.
Evidence required before the HOLD can move
The buyer needs the exact supplier and edition dossier, the named journey, approved data map, lawful-use analysis, security and accessibility findings, controlled fixture results, contract and subprocessor records, destination acceptance, isolated restore proof and signed gate decisions. None was available for this editorial exercise.
The next step is therefore concrete: appoint the named reviewers, choose one narrow journey, build the fixture pack and complete the six independent gates. Keep production credentials and live customer records out of the environment until that record is complete.
Before you act
- Draw a dated journey diagram before configuring any product.
- Name the factual data owner and each decision owner.
- Write expected states before running each fixture.
- Test access, service identities, logs and isolated recovery.
- Confirm suppression and permissions survive export and restore.
- Prove destination receipt and refusal handling before moving real audiences.
Common questions
When should a customer data platform go live?
Release should depend on evidence that one defined journey behaves correctly, including disputed and refused states. An import completing or a dashboard populating is not enough. The operating record stays on HOLD until the configured journey has been examined by the named reviewers.
Why can a supplier's contract or badge not approve the journey?
The ICO explains that controller and processor status follows actual activities rather than a convenient label. A supplier's feature, badge or standard contract cannot transfer the buyer's decisions. Confirm the facts with qualified counsel before publication or activation.
What should the fixture set include?
It should include two similar identities that must remain separate, an evidenced duplicate and a stale inferred field. It should also cover a contested fact, a correction, an objection and a marketing suppression. Add a deletion instruction, refused device tracking, an access removal event and a destination that rejects a malformed export.
