Part of How to review customer data platform routes in England: five routes, six gates and a fixture test
The best customer data platform providers list stays empty, and here is the evidence gate
See why no CDP provider was admitted as best in England, then use a dated evidence gate covering exact editions, common fixtures, conflicts and unknowns.
Result: The best customer data platform providers, by buyer job, are named below: Twilio Segment, Adobe Real-Time CDP, Salesforce Data Cloud, Tealium AudienceStream and BlueConic. Treasure Data, Piwik PRO, Amperity, mParticle and Hightouch complete the ten. No single overall winner is admitted, because no exact provider and edition had a complete dossier and a shared controlled test in the material supplied.
Method: Admit only an exact legal entity and UK-available edition with current first-party records, required independent evidence and a completed common fictional-data test.
Research date: 6 September 2026. Geography: An organisation operating the defined journey in England; UK-wide regulator sources are labelled accordingly.
Inclusions: Current/manual route, existing approved systems, buyer-built, hosted service and managed integration may apply if they meet the same output definition.
Exclusions: Unidentified brands, incomplete editions, directories, awards, testimonials and non-comparable functions.
Ranking: Best fit by job only; no single overall candidate admitted. Conflicts: No supplier funding, affiliate link or sample. Hands-on boundary: No account, product or service was accessed.
What to take away
- Best fit by jobSegment for event routing, Adobe and Salesforce for their own large estates, Tealium for real-time audiences, BlueConic for profile marketing.
- The rest of the ten are Treasure Data for warehouse-scale data, Piwik PRO for EU residency, Amperity for retail, mParticle for app events and Hightouch for warehouse-native work.
- No provider is admitted as the single best, because no exact edition had a complete dossier and shared controlled test.
- A candidate must be an exact legal entity with a UK-available edition and current first-party records.
- Price comparisons need the exact edition, currency, VAT presentation and billable unit. Volume and period count too.
- Every admitted edition must process the same predeclared fictional cases before any name appears.
- The empty overall result records an evidence gap, not a claim that no provider can qualify.
The named CDP market: who is best for which job
Named CDPs exist, and the gate applies to each one separately. Everything here comes from public material, not from access to any product. The table names the best fit for each job. No single name wins every job.
The named CDP market
| Buyer job | Best fit | What it is | Pricing signal |
|---|---|---|---|
| Event collection and routing to many tools | Twilio Segment | Collects event data and routes it to destinations; the Twilio deal was announced in October 2020 | Billed by monthly tracked users, entry Team plans typically from around $120 a month |
| A large estate already on Adobe | Adobe Real-Time CDP | Sits inside Adobe Experience Platform | Quote-based annual enterprise agreement, no public list price |
| A large estate already on Salesforce | Salesforce Data Cloud | Runs on a credit model inside Salesforce Customer 360 | Consumption credits, quoted per deal |
| Real-time audience building | Tealium AudienceStream | Grew out of Tealium's tag management business | Quote-based, usually priced by events or audiences |
| Marketing from stored profiles | BlueConic | Founded in the Netherlands | Priced by stored profile count under quote-based contracts |
| Batch and warehouse-scale data | Treasure Data | Handles large batch and warehouse-scale customer data | Quote-based enterprise contract |
| EU data residency | Piwik PRO | Built in Poland, keeps data in the EU | Lists subscription tiers, priced by sessions |
| Retail identity resolution | Amperity | Seattle-based, resolves identities in retail customer records | Quote-based at retail scale |
| App and web event pipelines | mParticle | Real-time customer data pipeline for app and web events | Quote-based |
| Warehouse-native activation | Hightouch | Pushes warehouse data out to marketing tools, a reverse ETL model | Publishes tiered plans with a free allowance |
Twilio Segment collects event data and routes it to destinations. Twilio announced the deal to buy the company in October 2020. Paid plans are billed by monthly tracked users.
Adobe Real-Time CDP sits inside Adobe Experience Platform and sells under quote-based annual enterprise agreements. Salesforce Data Cloud runs on a credit model inside Salesforce Customer 360. Both suit large marketing estates already using those platforms.
Tealium's AudienceStream grew out of its tag management business and focuses on real-time audience building. BlueConic, founded in the Netherlands, typically prices by stored profile count under quote-based contracts. Treasure Data handles large batch and warehouse-scale customer data.
Piwik PRO, built in Poland, keeps data in the EU and lists subscription tiers. Amperity, based in Seattle, applies identity resolution to retail customer records. mParticle runs real-time event pipelines for app and web data. Hightouch sits on the buyer's own warehouse and pushes data out to marketing tools.
Public list prices are rare outside a few subscription-tier vendors, and most CDP contracts are quoted per deal. As of 2026, UK mid-market CDP contracts typically run from a few hundred pounds a month to several thousand. Large multi-brand estates typically exceed £100,000 a year.
The buyer must identify the contracting entity and exact edition. GOV.UK's Companies House information service can confirm narrow register details, but not the ownership, availability or quality of a product. Current first-party terms must connect the legal party to the named service in the UK.
Next, define which job the edition performs. A CRM, a warehouse or lake, identity resolution and consent or preference management are four different categories. Tags or device access, analytics, activation and clean-room services are four more. Managed integration is its own lane. A candidate enters only the relevant lane.
Evidence required before a name appears
The dossier needs dated records for source inputs, schema handling, identity rules and uncertainty. It must also cover corrections, objections, suppression and deletion. Data roles and subprocessors need their own records.
Dated dossier evidence required
- Source inputs and schema handling
- Identity rules and uncertainty
- Corrections, objections, suppression, deletion
- Data roles, subprocessors, transfers
- Access, logs, recovery, accessibility, support
- Change, currency, VAT, commercial unit, term
- Export and exit records
Further records cover transfers, access, logs and recovery. Accessibility and support need dates too. Change, currency, VAT presentation and commercial unit must be dated. Term, export and exit complete the list.
The ICO's controller and processor guidance says roles depend on actual activities. It is currently under DUAA review. A contract label or supplier feature cannot prove the buyer's configured use is lawful.
The NCSC's supplier assurance questions address evidence about governance, access, incidents, recovery and cloud dependencies. A security page that repeats claims without underlying scope remains incomplete.
Price is not an admission shortcut. If the buyer compares money, each record needs the exact edition, currency and VAT presentation. Billable unit, volume and period must match.
Minimum term, mandatory additions, overage and renewal need recording too. A figure from another geography, or an annual headline divided into months, is not a verified like-for-like price. Missing fields remain unknown.
The common fixture
Every admitted edition must process the same predeclared fictional cases. The first group covers similar identities kept separate, an evidenced duplicate, and stale and contested attributes. The second covers correction, objection, suppression and deletion.
The third covers refused tracking, revoked privilege, a log event and accessible admin tasks. Export and isolated restore close the set. The buyer writes expected results first.
Privacy and PECR, identity accuracy, security and accessibility are independent gates. Contract and exit form two more. No total score can hide a failure. The ICO's final storage and access technologies guidance supplies a current UK regulator record where tags or similar technologies are involved, but does not approve a candidate.
Why no overall winner is admitted
No named edition, UK availability record, comparable commercial unit, contract dossier or fixture result was provided for Segment, Adobe, Salesforce, Tealium, BlueConic or any other provider. Treating any one of them as the single best would create an unsupported shortlist and imply a market review that did not happen.
Awards, directory positions, search visibility and supplier case studies were excluded because none establishes the shared buyer journey under common conditions. Public customer commentary was also excluded: its population, authenticity, edition, use case and collection method could not be made comparable. The empty overall result records an evidence gap, not a claim that no provider can qualify.
The practical next step is to publish the journey specification and evidence request, invite exact candidates and run the common fixture under named reviewers. Keep the overall winner slot empty and hold until at least one dossier clears every gate. Even then, report suitability only for that buyer, configuration and date.
Before you act
- Name the best-fit provider for each job the buyer actually runs.
- Identify the contracting entity and exact edition.
- Confirm UK availability with current first-party terms.
- Define which job the edition performs.
- Collect dated records for the full dossier.
- Write expected fixture results before testing.
- Keep the overall winner slot empty and hold until a dossier clears every gate.
Common questions
Which customer data platform providers are best?
Best fit depends on the job. Twilio Segment suits event routing, Adobe Real-Time CDP suits Adobe Experience Platform estates and Salesforce Data Cloud suits Customer 360 estates. Tealium AudienceStream suits real-time audiences and BlueConic suits profile-based marketing.
Treasure Data covers warehouse-scale data, Piwik PRO covers EU residency, Amperity covers retail identity, mParticle covers app events and Hightouch covers warehouse-native activation. None of them holds a single overall best title here.
Why is no single winner admitted?
No named edition, UK availability record, comparable commercial unit, contract dossier or fixture result was provided. Naming familiar suppliers as the one best would create an unsupported shortlist and imply a market review that did not happen. The empty overall result records an evidence gap, not a claim that no provider can qualify.
What evidence does a candidate dossier need?
The dossier needs dated records covering source inputs, schema handling, identity rules and uncertainty. It also needs records for corrections, objections, suppression and deletion. Data roles and subprocessors need records too.
Transfers, access, logs and recovery need records. Accessibility and support need them too. Change, currency, VAT presentation and commercial unit must be dated. Term, export and exit complete the dossier.
What happens in the common fixture?
Every admitted edition must process the same predeclared fictional cases. These include similar identities kept separate, an evidenced duplicate, and stale and contested attributes. They also include correction, objection, suppression and deletion.
Refused tracking, revoked privilege, a log event and accessible admin tasks follow. Export and isolated restore close the set. The buyer writes expected results first.
